Man thats a tough one. There are so many just with recruiting. Like the stipend. I don't care what region you live in scholarships are suppose to pay for a lot so why the cost of living is thousands of dollars more in Athens than Clemson seems fishy. I would definitely change the stipend rule. I wouldn't get rid of it but you would have t show to the exact dollar why your stipend is what it is. As far as on the field I would like them to definitively define the targeting rule. There should be absolutely no judgement in it. For me it should be defined as forcible contact to the head while intentionally leading with the crown of the helmet. Hitting facemask to facemask or grazing the helmet with the hand is horrible. If its not forcible or intentional it shouldn't be called.

THey should tie the stipend amounts to the GSA accounting rates that companies use to set the lodging, per diem meal and miscellaneous rates. That would be a lot more accurate and leave a lot less room for fudging.
