It's the logical extension of the proverb "A bird in the hand is worth two in the bush". A Bush-bird is one that is still in the bush. In other words, it is not worthy of the same level of concern as the bird in the hand (or the trophy case).
If we are going to look in the rear-view mirror, it would be good for perspective to look at the West/ Bowden years too.
