Small Class Sizes - Why?

I'm sure this has been discussed before, so I'm sorry for bringing it up again ---- but why does Clemson continually have small classes? If I understand correctly, there are 85 scholarship positions for FBS Football. ASSUMING (yes, I know) that it is equally spaced over 4 years, that's ~21 scholarships per year. There are some red-shirts that take 5 years, but others leave after 3 years, so I'll take 21 scholarships per year as a good number. So why are the 2017 and 2018 classes projected to be small?

Several reasons:

Not many misses
Not many discipline dismissals
No sec cuts

I know we took 26 in 2015, but with the graduating Juniors, I figured we would have more open scholarships.

I'm glad we haven't been missing ----- the depth of the team shows that we have some great talent analysts right now. And I'm glad we don't cut like Bama and others.

I don't doubt that CDS knows what he's doing, I just don't completely understand why we're so limited.
