One way to look at Scout:

Top 3 = SEC
5 of Top 10 = SEC

I've heard/seen people suggest they tend to rate guys in the SE higher than other places and especially guys that have primary interests in SEC schools. Don't know how much of that conspiracy is true, but Scout is ALWAYS more different from the others.
