It's a very one sided rule where the recruit has all of the advantage and no risk. This very easily could have happened to Clemson if Ray Ray, or another recruit signing the agreement, had signed elsewhere.
I also find it amusing that the sec is actually imposing recruiting sanctions for a self reported unintended violation when they allow egregious "bag man" violations to go on with no recourse. The sec must be pissed at LSU about something else.
At least in the effect of the rule, doesn't this basically make the FAA the same as the NLI? Why have two different documents and some different rules if you are going to penalize a school when a kid doesn't actually enroll?
